At the risk of sounding like a passive aggressive right wing middle class suburban parent - aren't prisoners in prison because they are being denied access to the outside world on purpose? Like, isn't that the point?

Consequently, painting fences of prisons in the UK so prisoners don't feel so claustrophobic or "trapped inside" as it were - would be essentially counter productive or at least a huge waste of money*. Still, it seems to be going ahead in the UK.

I just hope they re-think the whole "green" idea let the prisoners all work together to paint the fence as a rainbow. Then someone can make a documentary about it and show all the unlikely warmth and goodness (not to mention the surprisingly well choreographed impromptu musical numbers) that happens in prison - underneath the obvious veneer of shower room sodomy and processed cheese sandwiches.
